More local financial institutions are looking to learn more about climate finance, a clear area for their participation. Over the past few years Brazil has made significant progress in launching and implementing blended finance vehicles that direct financing to climate mitigation and adaptation action. Yet blended climate financing in the country must still overcome barriers to achieve the scale needed. With the appropriate knowledge and tools, the private sector can play a role in expanding blended climate finance in Brazil and beyond. Workshop Scope Climate Policy Initiative (CPI) and the Institute for Climate and Society (iCS) are organizing an in-person workshop for the Brazilian public to provide context on the progress, obstacles, and necessary measures to scale blended climate finance mechanisms in Brazil. The workshop will target local private actors, investors, and other local organizations, to build their capacity and equip them with the knowledge and tools to develop, implement, and invest in innovative climate solutions tailored to Brazil’s context. The workshop will include curated and tailored learning materials around the needed climate finance flows in Brazil as well as progress made to date on the implementation and launch of blended finance vehicles for climate action in the country. It will note the main barriers to capital mobilization, essential concepts on blended finance and de-risking mechanisms, and examples of innovative financial instruments that have proven to be effective in catalyzing investments in Brazil. The workshop will finalize with lessons learned and necessary measures to expand blended climate finance in Brazil. Objective & Audience The objective of the workshop is to build capacity and enhance familiarity and knowledge among actors in Brazil who are interested in or already engaged in financial solutions to unlock capital for climate mitigation and adaptation. It aims to provide targeted information, recommendations, and insights to support participants in advancing investments related to climate action. The workshop targets an audience of professionals (senior or middle management positions) from institutional investors, credit cooperatives, PDBs, asset managers, investment banking, law and accountancy firms, and other related stakeholders in the country. No Brasil, atualmente existem pelo menos dez fundos soberanos subnacionais, localizados nos municípios de Ilhabela (SP), Maricá (RJ), Niterói (RJ), Saquarema (RJ), Congonhas (MG), Itabira (MG), Conceição do Mato Dentro (MG) e Curitiba (PR), além dos estados do Rio de Janeiro e do Espírito Santo. Esses fundos têm, em geral, como fonte de recursos parte das receitas provenientes de royalties e participações especiais arrecadados sobre a produção de petróleo e da Compensação Financeira pela Exploração Mineral (CFEM), pagos pelas empresas produtoras aos governos locais. Funcionam, portanto, como uma poupança pública voltada a garantir a implementação de políticas que estimulem o desenvolvimento local, favorecendo a diversificação econômica e a sustentabilidade de longo prazo, considerando que os recursos oriundos da exploração de riquezas naturais são finitos. São participantes do Fórum os representantes dos fundos soberanos de Niterói (RJ), Maricá (RJ), Ilhabela (SP), Congonhas (MG), Itabira (MG), Conceição do Mato Dentro (MG) e dos estados do Espírito Santo (ES) e Rio de Janeiro (RJ), além dos pesquisadores do Jain Family Institute (JFI) e da Universidade Federal Fluminense (UFF). Os gestores dos fundos participantes podem compartilhar dificuldades e problemas enfrentados no decurso de seu trabalho e desenvolver soluções que podem vir a ser adotadas pelos demais participantes. Trata-se de um projeto pioneiro e líder no debate sobre o desenvolvimento dos Fundos Soberanos Brasileiros, contribuindo inclusive para a produção de propostas legislativas para gestão e governança de tais fundos. A criação do Fórum contou com a contribuição da UFF, mobilizando pesquisadores para percorrer literaturas acadêmicas relevantes, e do Jain Family Institute, contribuindo em duas frentes: a primeira, ao estabelecer uma rede internacional de apoio formada por especialistas líderes do mundo acadêmico, órgãos e corporações públicas, fundações e o setor privado; a segunda, ao oferecer contribuição técnica apoiada em sua expertise acumulada na modelagem matemática para financiamento de projetos de longo prazo que envolvam exposição a riscos – a exemplo de fundos apoiados em receitas da exploração de petróleo.
