SUMMARY:Workshop on Blended Climate Finance in Brazil: Progress\, Obstacles\, & What’s Needed for the Road Ahead
DESCRIPTION:As Brazil looks towards hosting the UNFCCC COP30 in November 2025\, the private sector is looking to see how it can contribute to the mandate. More local financial institutions are looking to learn more about climate finance\, a clear area for their participation. Over the past few years Brazil has made significant progress in launching and implementing blended finance vehicles that direct financing to climate mitigation and adaptation action. Yet blended climate financing in the country must still overcome barriers to achieve the scale needed. With the appropriate knowledge and tools\, the private sector can play a role in expanding blended climate finance in Brazil and beyond. \nWorkshop Scope\nClimate Policy Initiative (CPI) and the Institute for Climate and Society (iCS) are organizing an in-person workshop for the Brazilian public to provide context on the progress\, obstacles\, and necessary measures to scale blended climate finance mechanisms in Brazil. The workshop will target local private actors\, investors\, and other local organizations\, to build their capacity and equip them with the knowledge and tools to develop\, implement\, and invest in innovative climate solutions tailored to Brazil’s context. The workshop will include curated and tailored learning materials around the needed climate finance flows in Brazil as well as progress made to date on the implementation and launch of blended finance vehicles for climate action in the country. It will note the main barriers to capital mobilization\, essential concepts on blended finance and de-risking mechanisms\, and examples of innovative financial instruments that have proven to be effective in catalyzing investments in Brazil. The workshop will finalize with lessons learned and necessary measures to expand blended climate finance in Brazil. \nObjective & Audience\nThe objective of the workshop is to build capacity and enhance familiarity and knowledge among actors in Brazil who are interested in or already engaged in financial solutions to unlock capital for climate mitigation and adaptation. It aims to provide targeted information\, recommendations\, and insights to support participants in advancing investments related to climate action. The workshop targets an audience of professionals (senior or middle management positions) from institutional investors\, credit cooperatives\, PDBs\, asset managers\, investment banking\, law and accountancy firms\, and other related stakeholders in the country. The workshop is a closed\, invite-only event.

This event\, hosted by the Ministry of Finance and supported by Directorate for the Development of Public Management and Educational Policies of Fundação Getúlio Vargas (FGV-DGPE)\, will take stock of the PTE’s achievements\, address persistent challenges\, and outline Brazil’s strategic priorities for COP30—particularly in advancing climate finance\, just transition frameworks\, and international cooperation. \nThe discussion will highlight how Brazil has emerged as a leader in green economic policy\, from sovereign sustainability bonds to its pioneering Brazilian Sustainable Taxonomy and interoperability of carbon markets. Yet scaling these efforts requires deeper engagement with the private sector and civil society. The event will also serve as a platform to launch the PTE Public Monitoring Dashboard\, a transparency tool to track progress\, and explore the $1.3 trillion Baku-Belém Roadmap\, which aims to align global finance with climate goals. \nThematic Focus:\nThe event will feature two high-level panels. The first\, ”New Brazil: Two years of transforming the economy for fair and sustainable development\,” will assess the PTE’s institutional and economic impacts\, including regulatory milestones and lessons learned. The second\, ”Towards COP30: Novo Brasil’s contributions to global climate ambitions\,” will focus on Brazil’s role in mobilizing climate finance\, fostering carbon market interoperability\, and ensuring an inclusive transition. SUMMARY:Fundos Soberanos de Riqueza em âmbito subnacional e agenda de Desenvolvimento sustentável no Brasil
DESCRIPTION:A atividade visa aprofundar o conhecimento do público geral sobre as oportunidades colocadas aos fundos soberanos subnacionais brasileiros para promoverem o desenvolvimento sustentável em âmbito local em parceria com outros agentes econômicos em âmbito regional\, nacional e global. Reunirá gestores municipais e estaduais\, pesquisadores e sociedade civil para discutir os limites e possibilidades dessa atuação em termos legais\, regulatórios e da construção de políticas de investimento e servirá para uma compreensão ampla do que os fundos já estão realizando e o que podem vir a fazer para participarem de forma efetiva do ecossistema de finanças sustentáveis no Brasil. \nEmbora os Fundos Soberanos de Riqueza não sejam uma novidade\, sua atuação vem ganhando novas dimensões diante dos desafios contemporâneos. No cenário internacional\, a agenda climática tem atraído um percentual crescente de fundos com mandatos específicos voltados para investimentos sustentáveis. Segundo o The Centre for the Governance of Change (2024)\, esse percentual saltou de 14% em 2022 para 29% em 2023. Outro movimento relevante é o aumento da participação desses fundos no financiamento de projetos relacionados à transição energética. Vale destacar que o horizonte de longo prazo com que os fundos operam permite uma atuação diferenciada em relação a outros investidores institucionais\, especialmente no papel de catalisadores de investimentos de impacto.\nNo Brasil\, atualmente existem pelo menos dez fundos soberanos subnacionais\, localizados nos municípios de Ilhabela (SP)\, Maricá (RJ)\, Niterói (RJ)\, Saquarema (RJ)\, Congonhas (MG)\, Itabira (MG)\, Conceição do Mato Dentro (MG) e Curitiba (PR)\, além dos estados do Rio de Janeiro e do Espírito Santo. Esses fundos têm\, em geral\, como fonte de recursos parte das receitas provenientes de royalties e participações especiais arrecadados sobre a produção de petróleo e da Compensação Financeira pela Exploração Mineral (CFEM)\, pagos pelas empresas produtoras aos governos locais. Funcionam\, portanto\, como uma poupança pública voltada a garantir a implementação de políticas que estimulem o desenvolvimento local\, favorecendo a diversificação econômica e a sustentabilidade de longo prazo\, considerando que os recursos oriundos da exploração de riquezas naturais são finitos. \nContudo\, para que esses fundos possam de fato exercer seu papel estratégico\, atraindo investimentos em setores-chave para a transição para uma economia de baixo carbono com justiça social em âmbito local\, é fundamental que se construa uma regulamentação específica\, capaz de oferecer segurança jurídica aos gestores e permitir a construção de políticas de investimento mais robustas e ousadas. O Fórum de Fundos Soberanos Brasileiros (FFSB) vem dialogando com o colegiado do CMN para a construção de uma resolução adequada\, e a expectativa é que\, até a COP30\, essa agenda avance de forma decisiva para atrair os necessários investimentos para os territórios de forma inclusiva e sustentável.

SUMMARY:Quantifying Risk\, to Secure Nature & Agriculture
DESCRIPTION:A New Generation of Agricultural Risk Management Tools to Enhance and Incentivise Investment in Climate-Resilient Food Systems: A critical first step to unlock investment to secure both the resilience of our natural assets\, and accelerate landscape positive practices\, is to quantify the risks to nature and agriculture today. In effect create a forward price curve for climate risk in the absence of action and investment to build resilience and/or adapt. \nSuch quantification allows for greater utilisation of insurance as a risk governance framework to provide security to those across agriculture and nature value-chains.  Nature & Agriculture assets\, projects and landscapes that aren’t insurable aren’t investable (or protectable). \nThis roundtable will examine whether an EU-style climate risk assessment approach\, pioneered by Howden and the European Investment Bank\, could be adapted for Brazil and the wider LATAM region. \nIn Europe\, ground-breaking analysis shows agricultural losses of €28 billion annually from adverse weather\, with losses projected to exceed €40 billion per year by 2050 under business-as-usual emissions. These findings provide an unprecedented financial case for urgent investment in agricultural adaptation and resilience across the EU at national\, and regional levels\, as well as among farmers\, corporates\, investors\, and banks. \nThe study represents the most comprehensive financial and risk-based assessment to date of climate impacts on European agriculture production across the 27-nation EU and proposes urgent recommendations. It is the first EU-wide financial evaluation of the impact of climate risks to current and future crop yields\, across multiple perils\, using the essential risk metrics of annual average loss (AAL) and probable maximum loss (PML). \nDrawing on expertise from Howden\, CNSeg (Federation of Brazilian Insurers)\, and leading Brazilian experts this session will convene key Brazilian stakeholders to explore how such a study could be designed for Brazil and what its scope and approach could be. \nThis high level conversation will explore input on how to best apply in Brazil a new generation of agricultural risk Management tools. The Climate Rights Charters are documents collectively built by communities from vulnerable territories\, which express\, based on their experiences and knowledge\, what their rights are in the face of the climate crisis and what measures need to be adopted to ensure fair adaptation and mitigation. \nIn the case of Pequena África — a historic territory of Black resistance that holds important landmarks of Afro-Brazilian memory\, such as Pedra do Sal and Cais do Valongo — the Charter gains even more symbolic and political strength\, as it serves as an instrument to demand public policies from an anti-racist and grassroots perspective. Giving visibility to the launch of the Pequena África Charter is essential for it to achieve real political impact\, ensuring that public authorities recognize the demands expressed therein and implement effective measures to confront the climate emergency with social justice. \nThe program will include the presentation of the document\, speeches from community leaders and partner organizations\, as well as a space for dialogue with participants. \nThis event is open to all.

A COP29 estabeleceu uma meta de USD 300 bilhões anuais até 2035\, mas especialistas concordam que é necessário mobilizar USD 1\,3 trilhão por ano para atender adequadamente as necessidades de mitigação e adaptação dos países mais vulneráveis. Mesmo assim\, falar sobre a quantidade de recurso ofusca a necessidade de tratar de sua qualidade e aplicabilidade. A convergência de 2025 representa um momento decisivo para o financiamento climático global. \nO caminho para a descarbonização da indústria pesada global permanece um dos grandes desafios não resolvidos da política climática internacional. A COP29\, apesar das expectativas\, revelou-se tímida na mobilização de financiamento climático em escala compatível com os compromissos do Acordo de Paris\, especialmente no que tange às demandas dos países em desenvolvimento por instrumentos de de-risking e soluções concretas de transição industrial justa. Diante desse cenário\, a COP30\, sediada no Brasil\, surge como uma oportunidade crítica para reposicionar o debate: não apenas como um impasse diplomático\, mas como um terreno fértil para articular inovação institucional\, financiamento climático e ação coordenada entre setores público e privado. \nO pano de fundo brasileiro — com o avanço de instrumentos como o Fundo Clima e as discussões sobre o Sistema Brasileiro de Comércio de Emissões — oferece um laboratório real para discutir caminhos viáveis de blended finance aplicados à descarbonização industrial. O uso inteligente de garantias\, fundos subordinados\, contratos de diferenciação e incentivos regulatórios pode destravar fluxos financeiros\, escalar soluções tecnológicas e atrair capital privado para setores tradicionalmente considerados “difíceis de abater”\, como cimento\, aço\, vidro e papel. SUMMARY:Increasing Country Platform Project “Bankability” Through the Enabling Power of De-risking & Insurance
DESCRIPTION:This invite-only roundtable\, focused on Brazil and the Brazilian Investment Platform (BIP)\, will explore how both international and domestic insurance sectors can work more strategically to increase project bankability so unlocking greater & faster flows of climate finance. By innovating with a broad range of existing insurance mechanisms\, the aim is to significantly increase the bankability of mitigation\, adaptation\, and resilience projects. With the potential to quickly increase bankability and therefore finance flows by as much as 40%. \nThe discussion will centre on an understanding of risk barriers to investment – credit\, policy\, physical\, technology\, and others\, and how existing risk transfer products can be adapted\, evolved\, and applied more comprehensively to BIP project pipelines.
